Management Analyst

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. Time in grade (GS-09):
Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-07 grade level for consideration for the GS-09 grade level). Applicants must meet the following Minimum Qualifications Requirement in order to be considered:
Specialized experience to qualify for the GS-9 level:
Applicants must have at least one (1) year of specialized experience equivalent to at least the GS-7 grade level in the federal service which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Examples include:
knowledge of applicable laws, rules, regulations, and policies pertaining to a variety of business operations, administrative services, and management support programs and functions, including workforce planning, and other similar areas; skill in identifying and analyzing complex problems or situations; demonstrated ability to communicate effectively both verbally and in writing; and ability to conduct financial analyses, including cost-benefit and return on investment analyses, and in preparing financial projections and scenarios. OR GS-9 EDUCATION:
Successful completion of two (2) years (36 semester hours) of graduate study leading to a master's degree or equivalent graduate degree in any discipline. OR GS-9 COMBINATION:
An equivalent combination of specialized experience and graduate level education as described that demonstrates your ability to perform the duties of this position is fully qualifying at the GS-9 level. Specialized experience to qualify for the GS-11 level:
One (1) year of specialized experience in an office setting that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position. To be creditable, specialized experience must have been equivalent to the GS-9 level of Federal service. Examples of related experience include:
comprehensive knowledge of applicable laws, rules, regulations, and policies pertaining to a variety of business operations, administrative services, and management support programs and functions, including workforce planning; skill in identifying and analyzing complex problems or situations with a wide range of variables; skill in adapting to situations quickly, precisely, and accurately, and ability to cope with wide variety of problems and responsibilities and to resolve them quickly and decisively; demonstrated ability to communicate effectively both verbally and in writing; and skill in conducting financial analyses, including cost-benefit and return on investment analyses, and in preparing financial projections and scenarios. OR GS-11 EDUCATION:
A Ph.D. or equivalent doctoral degree in a field that is any field of study or 3 full years of progressively higher level graduate education leading to such a degree. Transcripts (unofficial or official) are required at the time of application. Education cannot be credited without this information. OR GS 11 COMBINATION:
An equivalent combination of specialized experience and graduate level education as described that demonstrates your ability to perform the duties of this position is fully qualifying at the GS-11 level. To calculate the combination of education and experience, determine the amount of experience you have as a percentage of the experience required for the grade level. Then determine the amount of education you have as a percentage of the education required for the grade level. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
